Bush declined to sign the Biodiversity Convention at the 1992 Rio Earth Summit
Evidence
As Bush completed his presidency in 1992, he seemingly abandoned his earlier support of efforts to forge international environmental law agreements. Bush threatened to not attend the United Nations Conference on Environment and Development, popularly referred to as the βEarth Summit,β in Rio de Janeiro, and although he agreed at the last moment to attend, while there he declined to have the United States sign the Biodiversity Convention and insisted on a weakened version of an agreement on global climate change. β Richard J.
