Brazil translated UN child-rights commitments into law faster than any Global South region

Evidence

Latin America’s engagement with the 1989 UN Convention on the Rights of the Child was faster and more operationally consequential than any other Global South region. Brazil ratified the Convention in 1990 — among the first countries globally. In the same year, Brazil passed the Estatuto da Criança e do Adolescente (ECA) — the Child and Adolescent Statute — one of the most comprehensive children’s-rights laws in the world. The ECA drew on the Convention, on the 1988 Brazilian Constitution’s child-rights provisions, and on the Freirean pedagogical framework. — , The Rod and the Child, 5004
