Austrian economics was born under an empire where only four percent could vote

Evidence

For the Austrian milieu that nourished Mises and Hayek, the entire twentieth century was marked by decline. Mises came of age in Vienna under the multi-ethnic and supranational Austro-Hungarian Empire. In 1871, when the economist Carl Menger wrote what became the founding text of the Austrian School of economics, Principles of Economics, only 4 per cent of the population of Vienna were eligible to vote. — Jessica Whyte, The Morals of the Market, 107
