Appointing a Somaliland-based Darod prime minister provoked that region’s leaders.
Evidence
‘Abdulqassim, in turn, chose as prime minister Ali Khalif Galayd, an ‘intellectual’ who had served Siyad as a junior minister, but had fled the country hastily in the early 1980s amid accusations of financial impropriety. Having then migrated to America, Ali taught public administration for a time at Syracuse, his old university, while building up a highly successful telecommunications business, based in Dubai (a major centre for Somali commercial interests) and operating in eastern Somaliland and Puntland. While he thus brought many talents to his challenging new political position, since he belonged to the Dulbahante (Darod) clan in Las Anod, Somaliland, his appointment was bound to be viewed as a provocation by the Somaliland leaders. — I.M.
