Antisemitism targets a minority marked as foreigners inside the host community.
Evidence
From other cases of long-standing inter-group enmity, antisemitism differs in one important respect; social relations of which the ideas and practices of antisemitism can be an aspect are never relations between two territorially established groups that confront each other on an equal footing; they are, instead, relations between majority and minority, between a ‘host’ population and a smaller group that lives in its midst yet retains its separate identity, and for this reason – being the weaker partner – is the marked member of the opposition, the ‘they’ who are set apart from the native ‘we’. The objects of antisemitism occupy as a rule the semantically confusing and psychologically unnerving status of foreigners inside, thereby striding a vital boundary which ought to be clearly drawn and kept intact and impregnable; and the intensity of antisemitism is most likely to remain proportional to the urgency and ferocity of the boundary-drawing and boundary-defining drive. — Zygmunt Bauman, Modernity and the Holocaust, 122
