Anti-bullying reform requires systemic cultural change, not heroic individual bystanders.

Evidence

Eradicating the scourge of bullying cannot be placed solely on the shoul-ders of a few children who are morally heroic bystanders. It requires systemic changes in the school culture involving key constituencies at all levels of influence. A nationwide program in Norway, designed by the pioneer of bullying research Dan Olweus (1991) is the most ambitious effort to eliminate it. It was launched by public concern over news of several children driven to suicide on the same day by relentless bullying. The mass media publicized the seriousness of the social problem. The nationwide intervention was aimed at teachers, parents, and students alike. — Albert Bandura, Moral Disengagement, 288
