African governments receive almost no information about how their reserves are used
Evidence
As we have seen, France manages the operations accounts through its Treasury. It should be noted that the African states receive very little information on the use that is made of their reserves. What are they used for? What is their remuneration rate? The Ministers of the Economy and Finance of the countries concerned cannot answer these questions due to the lack of transparency in the management of the CFA system. The Treasury and the Bank of France also control the information and the analyses concerning the evolution of the franc zone. — Fanny Pigeaud_ Ndongo Samba Sylla, Africa’s Last Colonial Currency, 202
