A single index can combine best-shot and summation aggregation within one structure.
Evidence
The Multidimensional Poverty Index (MPI; Alkire et al. 2015) illustrates the natural use of threshold–best shot at the data–indicator level. For each of the 10 core indicators there are a variety of different lower-level indicators that are aggregated via the logical OR, maximum, best shot. The 10 core indicators themselves are summed to provide the basic-level index. Here we see the two variants of the best shot—the maximum and the sum—used within one concept and measurement structure. — Gary Goertz, Social Science Concepts and Measurement, 1034

- ADDENDUM: Direct supporting case for the published material on concept structure and aggregation; the MPI is the canonical worked example.
- SHARE: Send to anyone who works with the MPI or composite indices — the OR-then-sum architecture is a neat concrete oddity only a measurement person would relish.
