A livestock tax proposal for schools triggered a fatal riot and was dropped
Evidence
A more systematic approach had to wait until the end of the Dervish war when, in 1920, plans were prepared for the institution of six elementary schools and an intermediate school. Since the home government refused to provide funds, it was proposed to raise the necessary capital by levying a direct tax on livestock. This striking, and, to the Somali public at the time, most abhorrent project, roused fierce resentment and led to a riot at Burao in which the District Commissioner lost his life. Since the Protectorate authorities were repeatedly instructed that any project which might spark off another ‘Dervish war’ was to be avoided at all costs, these plans were consequently dropped for the time being. — I.M.
