A leaderless minority community still successfully publicized its plight abroad

Evidence

The conduct of international relations by the Moriscos was not the sole or even the primary cause of the catastrophe that befell them. It is dif- ficult to see how things might have been handled differently at the various stages of this tragedy. (“Tragedy” seems a wholly appropriate word, the tide of misfortunes seemed to advance inexorably). It is perhaps remarkable that this acephalous community, devoid of constitutional structures except at the local level, still did manage to make sure the world was not wholly unaware of what was going on and to enlist widespread sympathy and some practical help. — L. P. Harvey, Muslims in Spain, 1500 to 1614, 1625
